The Armstrong-Indiana Behavioral and Developmental Health Program (AIBDHP) was established by the Commissioners of Armstrong and Indiana Counties to comply with the Mental Health and Mental Retardation Act of 1966 passed by the Pennsylvania Legislature. The program is responsible for assessing needs, developing plans and allocating funds, as well as maintaining oversight responsibility of the Intellectual Disabilities, Early Intervention, Behavioral Health and Medical Assistance HealthChoices programs.
Since 1973, the Armstrong-Indiana-Clarion Drug and Alcohol Commission, Inc. (AICDAC) has been the designated Single County Authority (SCA) for drug and alcohol services in Armstrong and Indiana Counties.
