Pennsylvania offers assistance and other services to people and families in need. As an Armstrong County resident, you can submit applications and renewals at the Armstrong County Assistance Office drop box or online using COMPASS. Caseworkers are available at the county assistance office to help you and answer your questions in person or over the phone if the office is closed to the public.

Armstrong County Community Action Agency is passionately committed to providing dynamic pathways to self-sustainability for low-income individuals and families through advocacy, education, case management and identifying resources that can help them meet their basic human needs. With their collaborative partners, resources, and strength-based leadership, they coordinate and mobilize comprehensive training and technical assistance vital to building and sustaining an enriched community. They strive to assist the low-income and disadvantaged population of Armstrong County, of all ages, on a daily basis, in order to improve their lives and achieve their mission.

The Armstrong County Community Foundation, a public nonprofit corporation, gives grants, scholarships, and organizational support to address the needs of our community; builds a permanent endowment to help our donors create a legacy through this endowment; promotes informed philanthropy to increase and sustain charitable resources for the region; and provides leadership and builds partnerships to identify and solve community issues.

Armstrong Habitat for Humanity, founded in 1992, is part of a global, non-profit housing organization operated on Christian principles that seeks to put God’s love into action by building homes, communities and hope. They are dedicated to eliminating substandard housing locally and worldwide through constructing, rehabilitating, and preserving homes; by advocating for fair and just housing policies; and by providing training and access to resources to help families improve their shelter conditions.

The Armstrong-Indiana Behavioral and Developmental Health Program (AIBDHP) was established by the Commissioners of Armstrong and Indiana Counties to comply with the Mental Health and Mental Retardation Act of 1966 passed by the Pennsylvania Legislature. The program is responsible for assessing needs, developing plans and allocating funds, as well as maintaining oversight responsibility of the Intellectual Disabilities, Early Intervention, Behavioral Health and Medical Assistance HealthChoices programs.

Since 1973, the Armstrong-Indiana-Clarion Drug and Alcohol Commission, Inc. (AICDAC) has been the designated Single County Authority (SCA) for drug and alcohol services in Armstrong and Indiana Counties. In 2010, Clarion County was added to the counties serviced in the state of Pennsylvania by AICDAC.

HAVIN Inc. was founded in 1979 by a grassroots organization of women. In its earliest stage, this group of women worked toward their goal of providing services to battered women and survivors of sexual assault by establishing a volunteer-staffed hotline for survivors of abuse. In early 1983, funding from PCADV was secured and HAVIN established its first 24-hour hotline and began a “Safe Home” program for battered women. In mid-1983, PCAR recognized the work being done with survivors of sexual assault in Armstrong County and funded HAVIN to continue its services. 

The Housing Authority of the County of Armstrong (HACA) has been offering affordable housing in a safe environment for Armstrong County’s low- to moderate-income seniors, persons with disabilities, and families with children since its establishment in 1962. They own and operate 525 Public Housing units and 100 Section 8 New Construction units.

The Rotary Club of Leechburg is a part of Rotary International, a global network of 1.2 million neighbors, friends, leaders, and problem-solvers who see a world where people unite and take action to create lasting change – across the globe, in our communities, and in ourselves.

Orphans of the Storm is a non-profit no-kill animal shelter located in Armstrong County. They were established in 1969 to provide temporary shelter for unwanted and abused animals. Their mission is to match lovable animals with loving forever homes, educate the public on humane, responsible care of all animals, and promote spaying and neutering to reduce companion animal overpopulation. 

Pennsylvania CareerLink is a collaborative project between multiple agencies to provide career services to Pennsylvania employers, potential employees, and others. Pennsylvania CareerLink is operated under the direction of the Pennsylvania Department of Labor and Industry.

The Progressive Workshop of Armstrong County, Inc. (PWAC) was formed in 1968 by a group of concerned citizens who wanted to provide vocational rehabilitation services to people with disabilities. Various civic groups raised the money needed for the first year of operation. Currently, funding is obtained through the Behavioral and Developmental Health Program of Armstrong and Indiana Counties, the Office of Developmental Programs Waivers and fee-for-service funding.

Reagan’s Journey exists to make life better for children with special needs through their pediatric equipment and supply closet (RJ Closet), family events, and an online community.

The Kittanning Rotary Club is a group of ordinary individuals in the Kittanning Community doing extraordinary things. They’re looking for people interested in servicing the Kittanning community, meeting new friends, and expanding their business contacts.

United Way of Southwestern Pennsylvania mobilizes the entire community—businesses, agencies, volunteers and individual donors—to deliver innovative solutions to age-old problems and create equitable opportunities for all. Wherever people lack basic needs, United Way is there. By coordinating efforts and sharing best practices, United Way of Southwestern Pennsylvania creates efficiencies that benefit more people throughout our region.
